won't start, new battery, has spark, not timing. on Dodge Ram 1500

1999 Dodge Ram 1500 - 5.9L V8 101,000 mi,
shut off, next morning wouldn't start. checked spark plug-dry and okay. pulled timing chain, all okay. checked fuses all look okay. hear fuel pump when i turn key on. starting fluid made no difference. acts like it wants to start but won't. put in new battery.

sometimes engine will crank and then park it and come back out half an hour later and it will not crank. It turns over but will not crank. after sitting overnight it cranked but check engine light came on.

Does not start. New plugs and wires not distribdor new fuel pump fresh fuel. Timing OK Is turning over ?
will not turn over, windows will not go up, air bag light is on heater flapper will not move . stopped in mid start, not the starter, not the bat,n or fuses

All the engine wants to do is turn over. Starting fluid no help at all. Had battery tested and came back just fine. Checked all fuses. The box up on the firewall behind the battery makes a weird noise when I turn the key forward to the on position
