2-3 Shift Flair From Automatic Transmission on Mitsubishi Galant

its dosent shift and stays on one gear and speedometter dosent works properly
Issue with 2nd Gear, will jolt from second to third gear. Diagnosed as unbalanced 2nd ratio.
when shifting from 2nd to 3rd gear it overrevs a little bit and goes right in to gear but if i floor it it shifts fine
