car wont start.does not turn over.good battery new cables starter checks ok

How was starter checked to determine its ok??... Battery SEEMS good????

REMOVE , clean , and re-install & tighten battery cables properly , then get a battery CHARGER (not a jump-box)and fully charge the battery. THEN try starting it and post results.
