was told to replace pump control valve JY166 or jh1665, turns out there are 3 of then , replace the top and still have same problem,, what is the fix

Make sure radiator is full, not just the recovery tank, check for both heater hoses hot going in and out to heater core. If one is hot and the other not, plugged heater core. Turn the are temp from hot to cold, blower on high, you should be able to hear a change in the sound of the air coming out the dash as the air blend door switches from hot to cold. If there's no change the actuator motor for the blend door is bad. Real common.
Open the glove box, remove stuff out of box, so you can let it all the way down. Look up to the center area of heater box, at the top of the box. There will be a neutral colored plastic part, that is your temp actuator. Now look between the space of the actuator and the heat box is a black looking arm on top of a metal 90deg rod. Turn the temp control knob from hot to cold while watching the black arm to see if it moves with the temperature changing as you turn the knob. If not moving the actuator is your problem.
Check this one's "questions asked" out. Think we have tried to help out on many issues with no luck. just saying.

Sorry for all the questions but when i took the crown vic to a local garage the mechanis spent about 60 seconds under dash and the ac starting blowing thru ac vents but so does thye heat. I took it back he reversed whatever he did and the heat starting blowing for heat vents. He says it will take @ $700.00 to fix, if he can switch the air flow that fast what is the real problem. I am on disability this is my 81 yo mom,s car and she can not afford $700.00 seems if he can reverse the flow that fast it should be a less expensive fix..please help, she really needs the help. Thanks in advance..
The only thing I've seen that cost that much, even 700 ( new hear box ) seems steep is on the older F,L,M models where the air mix door hinge, that is just plastic breaks and then it can't switch. I've cut the box open to gain access and made looped wired hinges and then sealed the box back up
