when you say pulsating do you mean a heavy vibration during motion or is it more of a wobbly feeling like maybe from a defective tire?

It does not vibrate... it is more of a chugging or surging sensation

Take to a shop and have them check exhaust flow. Could be a fouled and failing cat. converter.

Is the 'check engine light ' or 'power loss' light on? Was it 'surging' BEFORE timing belt replacement?

Yes it was. Someone just told me it might be the IAC Valce causing the surging. What is the IAC valve.
