A plastic component in the HID head light may fail and cause the head light to point toward the ground. The adjuster—which is very expensive—needs to be replaced to fix the problem.

I just found out that someone has written about a way to fix the self leveling headlight center adjusting post breaking problem ( Name on the net: Brutal) by inserting a screw in the plastic chrome adjuster under the radiator cover. See Jaguarforums.com
Left HID head light points downward.
Left headlight points toward the ground.

headlamp bulb was pointed down, adjusting clip broken. removed ring that holds bulb in the light, stuffed a piece of shop rag inside aimed bulb and screwed ring back on. The rag is holding the reflector and bulb from pointing down. been fine for two years now.
Headlight assembly has broken. Lights are unajustable, (have had temp fix). Dealer cost to repair over $1200
Headlamps pointing very near in front of car. Jag dealer has stated over the telephone that this is a piece that is broken. I stated it would be coincidental that both have broken simultaneously but he says it is broken and the adjusting screws will not help.
