Crank but No Start Condition and No Fuel Pressure on Mazda Protege

Problem Description and Possible Solution

If the engine cranks but does not start, and diagnosis shows no fuel pressure, the fuel pump relay is frequently the problem. If the fuel pump relay is defective, the fuel pump will not energize and therefore, not generate fuel pressure so the engine can run.

When turn key no fuel pump prime.

I turn the key to on and press the fuel pump relay manually and the fuel pump is running.
Fuel pump relay get no power.
What should I do?
Engine will start when cold but not after being ran for awhile. Will shut off engine and it will not want to start again for 15-20min. I've fixed all the spark plugs and patched the radiator hose leak. I don't know what else could be causing this problem. It's a 99 Mazda Protege DX
will start when cold but not when warm have replaced fuel press regulator distributor plug wires fuel filter relay for fuel regulator
I have changed relay , fuel pump, fuel injectors, plus spark plug wires, crank sensor in all the engine turns over but won't start (any advice please???????)
Stopped running on highway after repeatedly driving through 2 feet of water during the storm.
2003 Protege would crank but not start. I figured it was the fuel pump and so I replaced it. It's under the back seat bottom. It wasn't hard to do and it then started right up. Now, one year later, I have the same problem.
My Mazda 1.8 is in a Miata. I have the same symptoms. Any ideas? Where is the fuel pump relay that needs to be changed? Thanks
