It happens whether or not I actually start the car. Any suggestions on what is going on?

would it be the fuel pump coming on in the tank for 2 seconds,and then turning off.if thats what you hear,its normal,unless its real loud.pump could be blocked and working to hard,or failing pump.
Brake booster vacuum... when you turn key on you are pushing brake as a natural reaction... NOTHING to make that noise simply by turning key on!.. Not even the fuel pump, got to have cranking (distributor rotation) input for that to turn on.
I do not have my foot on the brake when this decompressing sound happens . . I just turn the key, just until the all of the indicator lights light up, then I have the decompressing sound, if I start the engine, it happens shortly thereafter, no matter what, I get that sound, and none of my other toyotas do it . .
Hey guys, I went to my mechanic and it was actually the ABS pump struggling as the car has some mileage on it, but thanks for the suggestions, all were appreciated
