Can someone please tell me a way to get it to turn...I have tried everything and can't get it to budge .

Never-mind..... I see now.... it's locked up...... Sorry, but if the balance shaft won't turn at all.... Your work is over!! ..... You need to find a good mechanic!!..... Most likely another ride!
A little more specific detail? What have you done so far and what specifically are you trying to turn? Did the belt(s) break or was this maintenance?
Pull out the plug mid way down the firewall side of engine block.... Drop a 6" long 5/16 bolt/screwdriver in plug hole.... Turn bal shaft until bolt/screwdriver goes in about another 2 inches or so..... Now set the timing gears to their respective marks! .... Be sure to remove tools and install block plug..... IF you don't do it this way.... Engine vibration is imminent.!!!
