When i go down a hill in neutral,my car almost comes to a complete stop.

Park brake is released.

Have brakes checked to see if IF all of them are releasing correctly! .. Mechanic will hoist car on lift so all 4 wheels are off ground and simply turn all 4 wheels to see if each spins freely... There ain't much else it can be if it does that in neutral... Something is binding wheel(s)!
