my valve cover gasket and spark plug tube seals were bad, after removing the valve cover I was told the "lower" spark plug tube seals were leaking as well....is this accurate?

YES THEY SHOULD HAVE BEEN REPLACED WHILE VALVE COVER WAS OFF

They did replace them while the valve cover was off... I just wanted to verify that indeed the lower seals existed bc I filed a claim with the company that sold me the engine and they tried to tell me that the lower seals do not exist. Thank you for that info

The tubes have to be unscrewed form cyl head to be resealed at the bottom. Were the upper seals installed correctly?

Yes I think so..I am sure if they were not correctly installed the deal ship would have let me know...
