The running lights are the front and back lights....including the fog lights......its achieved when you turn the head lamps on but instead of turning the head lights on....you turn the light switch only half way....so all the lights and dash go on....except the head lights.....they all stay on when I shut the car off......yes I shut the light switch off too.....

Ok, the parking lights is what you should have said! You also stated you had to slam on the brakes to get them to turn off. That sure sounded like a brake light problem rather than the parking lights! You need to have a mechanic do some testing hands-on to find this unusual probem for you. Hope you get it fixed and have a nice day!
