When I brake and the speed is less then 5 miles an hour I hear a girding noise

I was climbing up a hill and the front tire began to spin I applied the brakes and I heard a grinding noise and the VSC light came on and it will not close I have changed the bank 1 censer and the censer and ring on the front right wheel and still the grinding noise like when you clear your throat and the brake peddle pulsate ,I remove my foot from the brake peddle and reply the brakes and the noise disappears can you help me. Thank You
