Cold start no problem, but stalls when warmed up. Running too rich. Help!

Stalls when coming to stop or slowing down. Is very hard to restart. Strong smell of fuel and it's getting spark. Took it to Toyota "IAC needed cleaned, works great". Yet, on the way home, it did the same old thing. I've had it to 5 different garages and nobody knows what's happening. Check engine light has never come on. Timing belt was replaced at 67,000 miles. Currently it has about 96,000 miles on it. It's running rich, and if I can't get it fixed, I'm gonna need a new catalytic converter. Anybody have any ideas out there?
