What is your question?
I bought this Avalon at 100k. The emergency brake, when stepped on, doesn't stay there. When I keep stepped on and engage the shifter, the car doesn't move so I think the brake was braking. But the pedal keep returning back. What is wrong and if that's a simple fix that I can do by myself?

Check the release mechanism to see if it is not returning or stuck or broken.
I think it is push on and push off. The pedal will come back up each time so the brakes might be working ok. When you push the pedal down and take your foot off, does the brake light on the dash remain on? THEN if you push the pedal again and take your foot off the pedal, it will go out? That is the way it is supposed to work!!! Did you get the owners manual? If so check it to see how it works exactly. I might be totally wrong.
Use some lube oil on the latch assy in case it is sticking. But maybe I'm the stupid one, who knows!
Yeah, i wish i knew how everything on every make and model worked! Probably need to spray it with a BUNCH of WD-40 but lay down an old towel or the like before hand. The previous owner might not have used the park brake and the ratchet may be gummed up. Like u say "who knows"!
The brake light turns on when the pedal was pressed but off when step-off and the pedal returns. One out of ten times the pedal would stay on but this should have been a every time thing. I thought it must be the latch not able to hold on when pressed.
