Lights on Speedometer only light up halfway

What is your question?

The lights on the Speedometer only light up to 70mph. It lit up all the way halfway to work and stayed on. Tonight, again it only lights up halfway and this time it stayed only half lit. Is it a fuse or a battery issue?
