SES comes on about 1 min after starting car. Tried to clear by removing the PCM fuse, and also by disconnecting negative battery cable. Removed both for about 30 min. Used paperclip to read codes and only 12 comes up.

IF you leave paperclip inserted will it flash code 12 more than 3 times? What follows code 12? Leave it inserted with key on and wait for all codes!!! Code 12 is just the first code followed by stored codes then code 12 flashes again at the end of list! Wait for it to work! If light is on with engine running you have stored code(s)!!! Repair shop with a REAL scanner can test this for you!
Hi, thank you. I did leave the clip in. It cycled through 3 times each cycle flashed 12 three times. No other codes popped up. Wouldn't any stored codes clear and then come up again after the car was driven for a while? Whatever is causing it doesn't clear with the cable or fuse method.
