Windshield wipers ends in the up position when turned off. Help!!

Yep, that wiper park mechanism gives a bunch of trouble!!

POSS INTERMITENT CIRCUIT BOARD,LOCATED ON WIPER MOTOR

Most likely a wiper transmission issue, this is common on the Montana vans, however it could be a wiper motor issue. we would need to look at it to determine the cause. No recall that I am aware of on this issue

I had that problem, there is a little spring clip on the wiper transmission that pops out when you turn the wipers off, mine was stuck and I cleaned it and lubbed the spring and have had no probs since.
