How do I replace the driver seat belt BUCKLE on 2010 Galant?

Is it possible to just replace the buckle at the top of the arm or is it a COMPLETE piece?

First try washing it out with WD-40, a bunch of it, use rags to catch excess, while working latch at the same time. Worth a shot!
