I currently have 99k miles on my kia amanti.bought it with 92 k miles on it.cant get the maintenance info fr dealer or online.how do I know if the timing belt has been replaced.i want to fix it but my mechanic wants 1k plus.i don't want to spend that money if I don't have to

Factory recommends replacement at 60,000 under normal conditions, most experienced mechanics can tell if it is old or within range, but your not that far away from changing it again. Severe service is at 40,000. Be safe not sorry.
change now as preventive maint anyway,also repl water pump and related tensioners and idler pulleys
