Coil packs won't come all the way out on drivers side

When trying to change spark plugs, the coil packs on drivers side wont come all the way out or hard to remove due to the bolt not coming out.

if the screws are still threaded in the hole,then the coils ain't coming out.

Stands to reason that any part can't be removed until the fasteners are first removed!!.. Engine size is ALWAYS helpful...
