the oil is coming up to the head and not is not going through the cam please tell what is causing this to happen

The oil cavities to the cam could be clogged. If the head gasket has just been replaced the gasket could be installed incorrectly. What brand of oil have you been using?
To the best of my memory oil does not flow through the camshaft on that engine. The valve train is lubricated by spray from the camshaft caps. What is the problem you are encountering? No lubrication to any of the cam journals? There is a restrictor in the passage that brings oil in the head, its possible it could get clogged with debris, but if that happened you have bigger problems lurking IMO.
Sorry was not wording correctly, all I could think was cavities, you're correct with journals. LOl oops.
