Transmission is not changing correctly, what is recommend for repairing this

Yes-yes & yes...I started my car & the D-4 shift indicator starts flashing. Car shifts into 1st then 2nd but won't go into 3rd. Engine isn't revving high but it won't shift out of 2nd. Do you have any idea of what this may be?
