The pully on the ac compressor starts and stops will this cause engine damage

That is your a/c clutch. That is suppose to behave like that. That is normal behavior.

Clarify........pulley stops-does belt start smoking and making noise????? IF NOT , then the pulley is not what is starting/stopping , take a closer look......... Hows the A?C working?
