To get the car inspected the mileage must be known. Light is not working to be able to get an accurate reading. How do you fix it so it can pass inspection.

Here in VA, it makes no difference if mileage is unknown and it is not even considered during the safety inspections .. I can't imagine why it would be required for a safety inspection in any state... I would ask the inspector or owner of the inspection station to look in the official state inspection manual, may be mistaken ..... Now as for fixing the problem .. IF it has a digital odometer readout - it's most likely the instrument cluster itself is the culprit.
Here in North Carolina,if the person inspecting the vehicle can't read the mileage,due to odometer blackout if a digital odometer or in any case,they just enter all ZEROS on the computer and you're good to go.
