where is the coil pack

It's 'inside' the distributor itself! Replace the entire distributor if no spark.
This should help you out: http://www.autozone.com/autozone/repairguides/Chrysler-Neon-1995-1999-Repair-Guide/DISTRIBUTORLESS-IGNITION-SYSTEM/Ignition-Coil-Pack/_/P-0900c15280078ff9 Just follow the spark plug wires back to the other end. This is where the coil pack is.

The coil is in the distributor , and if it's bad it will not show on the OBDII tester. And can have you chasing your tail. I replaced mine twice and NAPA parts can be bad out of the box it might take 2 or 3 try's to get a good one. A good thing is the distributor will only go in one way so timing is not a problem.
