Vibration began after new struts and tires installed. Vibration begins at highway speeds of 70 mph. Vibrates enough to make rear seat headrests rattle.

Tire/wheel problem.... possible tire out of balance.... return to installer and have them check it out...

I would take it back to the installer and have them check their work and tires for balance or possible tire issue.
