Have a P0449 Evap Vent solenoid circuit . I disconnected the connector from solenoid & applied hot & ground & it works. what else could it be?

2 wires to the solenoid, red is hot from fuse & white is also hot coming out of solenoid but is suppose to change to ground when ECM commands it to. I don't think this is happening. I disconnected the connector, and applied hot & ground to solenoid & it works, what else could it be? I'm thinking an open in white wire or driver in the ECM isn't working. Help!
