The cooling fans on the radiator don't turn at all. Unless they are directly hooked up to 12v. Since they both operate off of relays would it more likely be a sensor? Which one and where would it be located?

The fault needs to be found first. The computer runs the fans, so why isn't the computer turning them on? The coolant sensor needs to be read by the scanner data first.
The fans run off of 2 fuses and 3 relays. The relay circuits are monitored by the ECM and will set a fault code if there is a fault being a bad relay or a blown fuse.
