It's two months now since the engine bay was washed on my 90' Cad. and it still idles and surges to much to drive safely. Why isn't there a mechanic that can figure out what electrical component got wet. Ten mechanics and none of them know anything !

Probably because there is *no repair protocol* for an engine compartment that has been soaked with water, especially water under pressure! .. There is no way to know exactly how many components and electrical circuits water intrusion has compromised .. For the mechanics, it's kinda like searching for a needle within a 'stack' of needles... The lack of knowledge was exhibited by whomever sprayed water into the engine compartment! .. Good luck with it!
we replied to this in August. i said you may never find it,then again you might.if you do,and i hope you do find it,i wouldn't spray another one.i have a friend that does this for a living(a very good one too).he details for many dealerships and many folks in this city,and he will make engines look brand new,BUT he knows all the tricks.. good luck...
