replaced starter and coil, battery is brand new, also new icm

Poor connection somewhere! Most likely at the battery!! . Right-on!
Bad connection, on those the positive cable ends are doubled and the spacer between the two needs to be removed to be able to clean it properly.
is it possible for one of the wires to be bad going to the starter and still get the click but not turn
Sure; but the starter needs more amps to turn the starter motor and your getting some, to engage the solenoid for the starter drive to try to engage the flywheel, and that is the sound you are hearing. The ground cable to the engine could be not making a good enough connection. I'm just telling you the most common issue in those year models, have fixed several hundred over the years with that issue, not saying that is your problem, but what would it hurt to check it to be sure.
