Depends on who you ask as stated! If it has not been done, it's time to change out the coolant for sure! Brake fluid can be tested to see if it's time for that. Some never gets changed. Cant say if that is good practice though. Driving habits and conditions as well as climate plays a role also. Have the brake fluid tested. Change the coolant.

That is a good question; Some will say yes while others will use the time during a periodic maintenance check to evaluate the condition of the fluids to suggest flushing and testing.
