1998 toyota camry runs hot,cooling fans not working,and heater blows cold.

i noticed that coolant seem not to circulate and that the cooling fans did not come on and when I turned the heater on,it did not get hot at all.

POSSIBLE THERMOSTAT PROBLEM, HAVE A "MECHANIC" CHECK IT OUT. LOWER HOSE STAT. NEEDS SPECIAL REFILL PROCEDURE!!

Is bottom hose(from t-stat housing) getting hot? Is coolant level 'full'? ..May have gotten air trapped in system from prior over-heating. get fans fixed , then properly purge cooling system with heat temp. setting on 'high' and heater fan on low or off...............from COLD start with system full and cap on , see if hose gets pressure in it unusually fast relative to temp rise, may have head gasket issue if so.
