Why is my windshield wipers stuck up when I turn them off

Wiper 'park position' cam on passenger inner fender has missing or broken spring .. It is not DIYer friendly in the slightest .. Best have repair shop take a look.... Cam assembly may have to be replaced. (Hats off to the engineers that came up with this one .. When it's working, it's a work of art!)
