I attempted to Turn key on but leave engine off .. then turn on heat/ac controls .. turn on blower fan 1 speed at a time through ALL speed settings .. Nothing happens when switches are activated

if i understood this right,nothing will happen until you select either the A/C or the heat or defrost or floor or panel,etc..if you did select one of these and still the blower does not work on any speed,check the blower motor fuse first.
