Everything in the coolant system has been replaced, water pump, radiator, multiple thermostats, flushed heater core (no clogs anywhere), new coolant temp sensor. Top hose is hot, bottom is cold. Only over heats with thermostat in. If you take it out it runs great, barely gets to normal temp. It has a swapped motor to a h23a. Problem also occured in previous motor(F20b). No oil/antifreeze mix, no sweet smell in exhaust, no white smoke. antifreeze isnt being shot out of radiator cap when its off
What makes this problem better or worse?

Inoperable radiator cooling fans - air in cooling system - restricted air flow into engybay. My ‘online’ gut feeling (without *hands-on* testing) is air trapped in system. Cold lower hose indicates coolant is not circulating.
I can’t recall but if equipped with lower hose thermostat - special refill procedure is required.
