What is causing the gauges to deflect full scale.

What is your question?

All the gauges are working and move, but the RPM is reading 7000 at idle. The Fuel gauge reads Full when empty and complete deflection past full when tank is full. Oil temp full deflection to the high side. Volts indicate on the low side about 9 volts. Speedometer works fine. It seems to me all the gauges are receiving an over-voltage, but what is causing it?
