I have a 1999 Passat and it overheats on the highway, in town driving it runs right around 190 (normal). I have replaced the coolant temp sensor, I did notice that the electric fan was not on while overheating, and did come on when I turned on the A/C. I have read about cracked head gaskets, but did not seem to notice any fluid or vapors coming out, oil looks the way it should.

How about the water pump? valleyautotech may be right, check the water pump. The impellers on them can break off, and they will work OK at low speeds but not higher speeds.
