What is your question?

What makes this problem better or worse?
When I open the bleeder valve the caliper will release
How long has your 1999 Ford Expedition had this problem?
IF the rubber flex hose going to that caliper AND the caliper mounting bracket plus all new mounting hardware was correctly installed (?) ... caliper must be defective.
Also check for play the in wheel / hub bearing - failing or loose hub bearing can cause same thing with vehicle sitting on the ground ... It binds the disc brake rotor inside the caliper / brake pads - think about it a minute.
