If the dealer said the motor was hydrolocked there isn't much you can do. Typically when trying to start a locked motor, major internal parts get bent. With the battery disconnected, you could put a ratchet on the front bolt and try to turn the motor by hand to see if it's something else. If the motor is still seized, you'll need a new one.

Surely the dealer pulled all spark plugs out then tried to crank engine ? .. More details needed, like what happened exactly!!
