My tachometer goes up to 3 while my foot is on the brake and hard to stop

1998 volvo S70 - after sitting for awhile, While driving the engine revs really high when your foot is on the brake. The engine is noisy, the Tacometer goes up to 3 and my foot is on the brake trying to keep the car from moving. All fluids are full. Frightening. You can feel it "kick in" and the engine quieting down after awhile but it is really scary.
What makes this problem better or worse?
