Many questions to ask. I will go into further detail.
What is your question?
When first starting up car revs up high, stays then comes back down. It rough idles when it comes back down. Don't have the money to take to a shop. It spits and sputters and has cut off in traffic. It does have a leak somewhere on top of engine. It uses oil, and a lot of it. At least a quart a week. Repo man says that turbos use oil a lot. Is this true? It is an 850 2.3 liter, 5 cylinder turbo engine. Can we fix it or would it be better to sell it.
RepairPal Certified shops can diagnose and repair your 1994 Volvo 850. They provide transparent pricing with a minimum 12-month or 12,000-mile warranty on repairs and services.
Just curious if it can be fixed. I don't really have the money available for a different car. We like the car it's just those issues. I want to try and fix it. Would it be better to rebuild the engine?
From what you have given for information , it sounds like the money you 'don't have' for a shop , may be wasted on guesses rather than accurate diagnosis. EVEN if you do the repairs yourself , it would be well worth having an experienced Volvo tech take a look at it! turbo repair/replacement alone may be in the thousands of dollars!! Good luck.

Thank you. I am really hoping this can be fixed without having to spend a lot of money. I appreciate the response.
