How do I control the ceiling lights above the dashboard?

What is your question?

Sometimes these lights are on, and sometimes they are off. I don't know how to change them from on to off. And they stay on even when the ignition is off. I'm talking about the little lights one on each side of the rearview mirror.

What makes this problem better or worse?

I don't know. It seems random to me.
