My 2002 Volkswagen 1.8t automatic starts at 2nd gear and doesn't change?

I drained out transmission fluid instead of the motor oil while I was doing an oil change. Ran it for about 20miles without fluid in the transmission. It started not passing 60mph and then it took a good amount of Rpms to get some speed. Did end up putting tranny oil but it still takes a bit to get some speed and now it starts and stays at 2nd gear. None of the gear shifts
What makes this problem better or worse?

First of all, if you were doing an oil change on the engine and drained the transmission fluid, did you add the 4 quarts of oil to the engine? That would make the engine over full by 4 quarts.
Now, the transmission issue. I would expect you will need to replace it. It does not like running without fluid.
