Actually that's about right!.. However the motor could be worn enough that it's pulling too much amperage.... With the blower disconnected, did you cycle through all HVAC settings to see if fuse failed?... A/C etc...
ever think that maybe something is blocking the impleller it would show normal readings and still blow fuse i would have had it out already and bench tested it
Take a look at the wire 'connector' for the resistor to make sure it doesn't show signs of being hot...melted plastic, blackened terminals etc... It may need replacing also.
Removed the plug from the Blower motor and it didn't blow a fuse. Resistance across the motor measuring 2 Ohms. Therefore, I assume it is the motor.

No obstructions in motor, replaced motor and fan would only work on 4 setting, so had to replace resistor as well.
