Found Technical Service Bulletin (TSB) No. 97-06 Engine intermittently will not start, Diagnostic Trouble Codes (DTC) 00518, 00529, 00545, 00638, possibly stored in DTC memory. May be caused by a loose contact in the ECM power supply relay. Replace power supply relay. ( location No 3 in fuse/relay panel). Your local repair shop should perform an inspection for stored diagnostic trouble codes and further inspection for ECM power supply relay.
If the engine won't crank , that is rotate with the key in the start position , the usual suspects include the electrical portion of the ignition switch (common) the starter itself (less common) and the wiring involved. If your car is an automatic the park/neutral switch and its relay are to be considered as well. See if you have power at the starter while "starting". If no , work backwards to the the problem. If yes check the starter itself , the battery and both cables , positive and negative. Check for voltage drops if you are able.......
Of course it can be the ignition switch, but even if you have to jump the starter, check the current draw. It shouldn't exceed 150 amps while cranking. If it does, the starter bushings are warn out, and the armature is being drawn into the magnetic field. Get a rebuilt starter. I'm listed as a Rookie, but for years I worked for Volkswagen of America training the mechanics for our dealers. My listing should be "Underpaid."
