Van takes only @1/10 gal of gas without shutting the pump off

The vent is plugged. It will either have a valve mounted via a hose to the canister or what is called a leak detection pump that is stuck shut. On the first option you should see the valve connected to the canister with a hose 3/4" to 7/8" diameter with a second hose that will be mounted to the frame or it may have a filter on the end. The vent valve is notorious for getting contaminated with dust and spider webs etc. The hose may be clogged or the valve may be stuck shut due to the dust. If it's the LD pump, you may have to replace the pump/vent assy. $$$

Just a thought; Some imports have a filter in the vent side of the fuel filler hose. If it is slow filling the tank with fuel, something is blocking or (pinched) the hose to fill, or if your EVAP code says something about closed/restricted vent it could be a restricted filter in the vent hose.
