weak or dead battery or maybe the starter is going out.

Battery brand new... it trys to crank but won't crank all the way over

make sure all the connections are clean and tight first,then get a helper and a hammer...get your helper to try and start it while you tap the starter with the hammer,see what happens...if it spins the engine or attempts to while tapping the starter,suspect starter is bad.
