Making a whirl or howl noise

What is your question?

When I am stopped or rev my engine my car is fine, but when I go over 25mph my driver side front tire make a whirl/howl noise almost like it's rubbing on something. The noise started then went away for a few weeks only to resurface again today. Please help with the problem and repair estimate
