Why wont my 1998 vw beetle start i just replaced the ignition coil

I replaced the coil pack because it was getting where it wouldnt start and i had a misfire code from it on the diagnostic tester at advanced auto. My dad tested my gas and it was getting gas, however the spark plugs were dry. It turns over but wont crank. Could it be the fuel filter? A sensor what?!!

Please re-phrase "it turns over , but it won't crank"..........you are contradicting yourself and making it difficult to answer. "tested gas"? Tested PRESSURE with a gauge? NOID light to watch injector pulse? SPARK? Timing is correct?--All questions that need to be answered somehow.

Ok excuse me not a mechanic here dont know the correct verbage to use. However yes the engine only spins like its trying to crank up but DOES NOT start up! You can hear fuel pump click on when ignition switch is turned, it had previous trouble with vapor locking at gas pumps after getting gas, does this help? My dad did some test with fuel line maybe injectors in the front and filled a empty bottle of gas out of the line thats how he knew it was getting fuel. But the spark plugs were dry.
